What means of recovery did Toshiba provide? A recovery partition? Perhaps you have not destroyed it despite the reinstallation and can use that to get back your activated Windows 7 system. The instructions differ between manufacturers so you'll need to check your PC manual to find out how it can be used [if it is still there].
Has the label on the PC really rubbed off or are you looking in the wrong place? Some are in the battery compartment of a laptop rather than the outside, just for example.
Installation disks do not contain the Product Key even if they are described as OEM copies. There is no difference between a retail disk & an OEM version.

What Toshiba meant was that the original Product Key was saved in the PC's firmware on the motherboard so it should not have needed to be entered again [I had this experience when I reinstalled on my Dell - it just completed and happily said it was self-activated*]. If your Windows really is telling you that it has not activated [see Control PanelAll Control Panel ItemsSystem - look near the bottom of the window] then you have somehow overwritten the Product Key saved in the firmware by Toshiba. Microsoft windows key has expired phone call. Unless you can persuade them that this is somehow their fault then you are not going to be able to activate Windows without buying a new copy or getting the alternative number from the label on the PC.

Try taking a few digital photos of the CoA label from different angles & possibly with then without the flash active and then playing around in a graphics app with the brightness & contrast levels. Work separately for each photo & each digit of the Product Key as what works for one area of wear may not work for another. If you have Office then use Microsoft Office Picture Manager as it is very good at this.
